When connecting a device above Android 9:

The device must be USB Debugged. (Accept any USB Permissions if required.) 

The user must accept all Device Permissions.

- The device must be unlocked.
- The device must be on Home Screen. 
- The user must accept all Device Permissions.

After USB Debugging, Connecting an Android device requires Home Screen to be accessible & enabled.
